The Organizer
Founded in 2014, ID4Africa is an Identity-for-All Movement dedicated to equipping African nations with trusted, context-driven knowledge to design, develop and govern responsible identity ecosystems. Its mission is to advance identity and other digital infrastructure (DPI) that supports socio-economic progress, digital development and humanitarian action.
The Movement serves as the voice of Africa, ensuring that the Continent’s needs and realities are well represented in the global discourse on development. It champions Identity-for-All both as a legal right and a practical necessity for empowering people in their daily lives.
At the heart of its work is a commitment to inclusion, human rights and privacy. ID4Africa unites the global identity community to advance the ID4D agenda, and to explore how digital identity and aligned services can support Africa’s socio-economic development and individual empowerment.
Throughout the year, ID4Africa assesses Africa’s needs and priorities through ongoing engagements with our Member States and curates our findings into trustworthy knowledge that is disseminated through our convening platforms – the AGM and other direct channels.
Visit the ID4Africa Institutional website for details about the organization: www.id4africa.com.
The Host Partner
The Department of Home Affairs (DHA) of South Africa is the government institution responsible for managing the identity and civic status of South African citizens and lawful residents, as well as the country’s international migration framework. As custodian of South Africa’s population register and official identity records, the DHA administers birth, marriage and death registration; citizenship; identity documents and passports; and related civic services. It also provides identity verification services to government institutions, banks and other authorized organizations.
Beyond civic services, the DHA is responsible for regulating international migration, including visas and permits, permanent residency, and the management and protection of asylum seekers and refugees.
Through these mandates, the DHA plays a strategic role in national security, citizen empowerment, effective public administration and socio-economic development. The Department continues to pursue the modernization of its identity and immigration infrastructure, leveraging digital technologies and biometric capabilities to strengthen service delivery, improve accessibility, enhance security and reduce fraud.
About the AGM
The ID4Africa Annual General Meeting (AGM) is the flagship annual gathering of the ID4Africa Movement, and a leading pan-African platform for advancing knowledge through trusted dialogue, peer learning and practical exchange on ID4D matters in Africa. Hosted in a different African country or city each year, the AGM has grown since its inaugural edition in 2015 into the largest gathering of its kind on the continent, drawing thousands of participants from African governments, development organizations, leading experts, industry, civil society, data protection authorities and the wider identity community – all coming together to share reliable knowledge and advance responsible digital transformation across Africa.
At its core, the AGM is driven by a deeply curated, needs-driven program, shaped through extensive research and year-round engagement with African countries, through ID4Africa’s member states, and the wider identity community. This ensures that the agenda remains grounded in Africa’s priorities, realities and emerging needs, while drawing on relevant experience, expertise and lessons from across the continent and globally. The knowledge and insights generated help strengthen capacity and inform sovereign decision-making as African countries advance their identity ecosystems.
Fundamental to the AGM is its commitment to independence, inclusivity and open dialogue. The platform does not advocate for any particular technology, solution or approach, but creates space for diverse experiences, perspectives and options to be critically examined and openly debated. This enables countries to draw from a broad body of knowledge and experience while making informed, sovereign decisions grounded in their own contexts, priorities and development objectives.
