About the ID4Africa Annual General Meeting (AGM)
The ID4Africa Annual General Meeting (AGM) is the premier Pan-African gathering dedicated to advancing digital identity and its role in socio-economic development across the continent. Each year, the AGM convenes government decision-makers, development partners, industry innovators, civil society organizations, and global experts to exchange knowledge, explore solutions, and accelerate progress toward inclusive and trusted identity ecosystems in Africa.
Since its inaugural event in 2015, the AGM has evolved and grown into the largest identity-focused event in Africa, bringing together over 2000 stakeholders from over 100 countries to collaborate on building responsible digital identity systems and ecosystems that enable economic participation, access to services, and digital transformation.
The AGM features a dynamic mix of:

- Deep-dive symposiums and collaborative working groups
- A world-class exhibition showcasing cutting-edge identity technologies and solutions

The 2026 AGM will explore the theme:
“Digital Identity: From Digital Public Infrastructure (DPI) to Digital Public Ecosystems (DPE)”
The event will examine how digital identity systems evolve beyond infrastructure into interconnected ecosystems that combine technology, governance, legal safeguards, and institutional frameworks to deliver trusted public services and digital transformation.
The AGM continues its mission to empower African governments with the knowledge, partnerships, and solutions needed to design identity systems that are secure, inclusive, and tailored to their national priorities.

Founded in 2014, ID4Africa is an Identity-for-All Movement that supports African nations by equipping them with the trusted, context-driven knowledge required to design, develop, and govern Identity Public Infrastructure. By curating proven experiences, policy insights, and operational lessons from across Africa and globally, the Movement helps countries to make informed, sovereign decisions as they build inclusive and sustainable identity ecosystems that underpin socio-economic development, digital transformation, and humanitarian action.
ID4Africa’s core objective is to build and sustain Africa’s identity community through a neutral, trusted platform for peer learning, strategic capacity-building, and collaboration – supporting countries as they navigate the transition from time-bound identity projects to permanent national infrastructure embedded within broader digital public ecosystems.
To deliver on this mission, ID4Africa engages continuously with its member states to understand evolving priorities, sources relevant expertise and proven practices from Africa and globally, and curates this knowledge into actionable, context-specific insights. These are shared through its convening platforms – including the Annual General Meeting (AGM), LiveCasts, and other targeted engagements – to accompany countries throughout their digital identity and digital government journeys.
ID4Africa serves as the voice of Africa—From Africa, For Africa, In Africa— ensuring that the continent’s realities and ambitions are accurately reflected in global development discourse. The Movement champions Identity-for-All as both a legal right, consistent with SDG 16.9, and a practical enabler of service access, inclusion, and participation in the digital economy. We believe inclusive identity systems grounded in human rights, privacy, and good governance are essential to sustainable growth and digital development.
ID4Africa currently counts 48 African member states, with membership open exclusively to African nations. While membership is free of charge, it requires a formal commitment to the Movement’s mission through the establishment of an Ambassadors Bureau consisting of three (3) representatives. These Bureaus serve as the primary interface with national authorities and provide governance through the ID4Africa Council.
ABOUT THE AMBASSADORS BUREAUS
Established in 2016, the ID4Africa Ambassadors Program has played a central role in advancing the ID4D agenda across the continent. Comprised of senior government officials, Ambassadors ensure that their countries’ priorities and perspectives are effectively represented within the ID4Africa Movement, while serving as key advocates for the digital transformation of identity systems and society at large.
In 2024, the Ambassadors Program was restructured into national multi-agency Bureaus, with each country having the right to appoint up to three high-level government representatives. The Ambassadors Bureaus provide crucial intelligence, expertise and country-level intelligence, while acting as a vital bridge between the Movement and the various institutions and stakeholders involved in developing identity ecosystems in their respective countries. Moreover, they are instrumental in spearheading ongoing identity-related efforts, including Identity Day, within their jurisdictions.
Collectively, the Ambassadors Bureaus from the current 48 member countries constitute the ID4Africa Council—the Movement’s governing body. Through this Council, members help shape the strategic direction and priorities of ID4Africa, ensuring that the Movement remains responsive, relevant, and aligned with the evolving needs of the continent.
